Please take a look at http://themes.wordpress.net/testrun/.
The top banner is a jpeg and I want to modify this. In particular, I want to replace the green background color with an orange-ish color using Photoshop. How do I approach this? How can I change the background color?

i was suprised that was a jpeg.... i always thought that was controled by css.... a really easy color edit.
anyway, with photoshop, i know you can use that majic wand tool and change background color.... i struggle with photoshop so i cannot give you a definitive how to, but perhaps this will help.... i googled "change background color photoshop" and this hit looked good:
http://creativebits.org/indesign/change_background_color_photoshop_illustrator_inde sign. im sure there are others.
hopefully someone else might be able to give a a "1, 2, 3" process. good luck
